The OCFS Program Director is a leadership position within the agency and is responsible for the oversight of multiple agency programs, which may include residential programs, community support programs, behavioral health programs, foster care programs, and aftercare programs under the auspices of different state licensing authorities.
Knowledge of the service delivery system and skills in the management of personnel, physical plant, finance, and program development are essential.
This individual is directly accountable to the President/CEO.
Provides the overall oversight to assigned programs, direct supervisor to Program Managers, and indirect supervision of staff in assigned programs in accordance with all Glove House, state, and regulatory requirements.
Performs all work tasks in a safe manner.
Is guided by organizational values and trauma informed practice in all interactions.
Demonstrates understanding of the four dimensions of safety and can identify gaps.
Treats all children, families, staff and ancillary providers with respect and courtesy.
Demonstrates and models sensitivity to the cultural background of children, families, and co-workers.
Assures that all programs within the Department operate in compliance with applicable NYS codes, rules, and regulations and with Glove House policies and procedures.
Provides supervision and coaching to Program Managers and co-leadership teams within the agency.
Conducts the fiscal management of programs within the Department in a manner to assure that adequate resources are available to meet program needs, while maintaining the fiscal viability of those programs.
Participates in the development of all Agency/Department policy and procedure to ensure that operations are in conformance with appropriate regulations and standards.
Directly responsible for quality assurance activities within the Department including, but not limited to, design and oversight of program evaluation (effectiveness/outcomes) and associated monitoring/measuring activities.
Responsible for hiring, coaching, training, supervision and evaluation of Program Manager and Supervisory staff and assists with coaching, training, and evaluation of all indirect Department staff.
Provides oversight and ensures adequate staff coverage is scheduled for all programs.
Assures all documentation is completed in a timely fashion i.
e.
youth notes, Myevolve, Class I and II etc.
Will actively participate as a member of co-leadership team.
Consistently attends staff meetings and provides leadership, agenda and coaching during team/staff meetings.
Assists Program Managers, Co-Leadership Teams and Treatment teams in evaluating the progress/regression of residents, and families and makes recommendations as to alternative interventions and approaches.
Available for on-call responsibilities as assigned.
Is available to provide managerial oversight across the agency, as needed.
Assures that Program Manager and Supervisory staff are up to date with compliance and training requirements (physical, driver license, staff training etc.
)

Education, Licenses and Certifications:
Bachelor’s degree in human services or related field required; related Master’s degree preferred.
Must have a valid driver’s license and driving record in accordance with agency standards.
Experience:
10+ years’ experience working with and managing programs that serve children and families in a child and family welfare setting, 5+ years supervisory experience.
1 year of previous experience as a director in foster care.
